Executive Order 14110

The order required developers of the largest models to report safety test results to the government before release.

Why it matters

The United States set binding requirements on AI development for the first time, by an order the next administration revoked.

The threshold for application was set by the computation spent on training. The order also directed NIST to develop testing standards and agencies to assess risks in their own areas. The legal form proved fragile: the order was revoked on 20 January 2025. That shows the difference from the European approach, where requirements sit in a regulation.
