Political agreement on the EU AI Act
After three days of negotiation the EU institutions agreed the world's first comprehensive AI law, writing rules for general-purpose models into it.
Why it matters
Regulation reached binding form, and had to catch up with a technology that changed during the negotiations themselves.
The original 2021 proposal was written before ChatGPT and made no provision for general-purpose models. Those models are what dragged the talks out: France, Germany and Italy resisted requirements they judged harmful to European developers, Mistral among them. The compromise introduced a separate regime for such models with a threshold set by computation.
