The Bletchley Declaration
Twenty-eight countries and the EU, the United States and China among them, jointly acknowledged the risks of frontier AI for the first time and agreed to cooperate on testing.
Why it matters
States that compete in everything else signed a common text, and did it at Bletchley Park, where Turing worked.
The venue was deliberate: Bletchley Park broke ciphers during the war and Turing worked there. The declaration creates no obligations and has no enforcement, but it records a shared acknowledgement of the problem by competing countries. China's participation alongside the United States was the main achievement. Later summits followed in Seoul in 2024 and Paris in 2025.
