Britain adopts a permitting regime for robotaxis
On 20 April 2026 the UK Secretary of State for Transport made the Automated Vehicles (Permits for Automated Passenger Services) Regulations 2026 (SI 2026/439), laid before Parliament on 23 April; the regulations come into force on 15 May and set up a permitting scheme for commercial driverless-vehicle rides, with a maximum five-year permit term and the Driver and Vehicle Standards Agency (DVSA) as the permit outcome review body.
Why it matters
This is the atlas's first national regulation moving the right to run commercial automated-passenger-service rides from individual pilots into a standing permitting system under the Automated Vehicles Act 2024. An editorial assessment: the regulations come into force only in May, beyond this record.
The government received 169 responses to the consultation on the draft regulations; respondents supported the renewal process, variation, suspension and withdrawal procedures, the five-year maximum permit term, and DVSA's role as the permit outcome review body, along with the disclosure-of-information provisions. After reviewing the responses, one change was made: widening the data that may be shared with emergency responders beyond strictly safety-related information (for example, isolation points) where needed to manage an incident involving a permitted service. The regulations themselves (SI 2026/439) were made under sections 88(5), 89(1)-(3)(c)-(d) and (6), and 97(4)(b)-(c) of the Automated Vehicles Act 2024: regulation 3 sets the five-year maximum permit term, regulation 4 the renewal window (six to two months before expiry), and regulation 5 the grounds for varying, suspending or withdrawing a permit. What the record does not claim. The regulations come into force on 15 May 2026, outside April; the record does not claim that rides have begun or that any operator already holds a permit - the April dates (made on the 20th, laid before Parliament on the 23rd) fix only the legal instrument. The 'last updated' date on the government's consultation-outcome page (23 April) independently matches the date the regulations were laid before Parliament, as stated in the regulations themselves.
