The Action Summit in Paris
The third international summit changed both its name and its subject, from safety to action. The declaration was signed by 62 participants; the United States and Britain declined to sign.
Why it matters
The common frame built over two years from Bletchley came apart exactly where it had held, between the states that started it.
The 2023 Bletchley meeting was called an AI Safety Summit and the 2024 Seoul meeting kept the name. The Paris meeting was called an Action Summit, and its agenda was investment, energy and access. The declaration on inclusive and sustainable AI carried no commitments about frontier models. The United States gave the risk to innovation as its reason, Britain gave national security and governance. It was signed by France, Germany, China, India, Japan, Korea, the European Union and the African Union among others.
