Why it matters
The longest-running philosophical argument against strong AI moved the dispute from whether a machine could to whether that would be understanding.
Searle separates syntax from semantics: manipulating symbols by rule does not produce meaning. The paper appeared with twenty-seven commentaries from opponents and the author's replies, and became the journal's most cited text. He rejected the systems reply, that the room as a whole understands rather than the person, and the argument still turns on it.
