Capabilities were provided to approved participants; unrestricted general availability was not announced. On 23 September 2026 OpenAI announced that, with Ukraine's Ministry of Digital Transformation, it was opening Daybreak to the Ukrainian government for the cyber defence of civilian infrastructure; this is the company's own statement, and no results of that use have been published.
