Kyiv centre for AI in education

On 26 August 2026 the Ministry of Digital Transformation said an office of the WINWIN EdTech Center of Excellence had opened in Kyiv, with the President of Estonia Alar Karis and two ministers taking part. Among the centre's current lines of work are research with OpenAI on how Ukrainian teenagers use AI and, with UNICEF, adapting the way AI solutions for education are assessed.

Why it matters

The record shows the state building AI into education policy through partnerships with a lab and international organisations rather than through buying equipment. The page gives no result of any study: it is a list of lines of work, not of findings.

What the page says. The office was opened with the President of Estonia Alar Karis, the Minister of Digital Transformation Oksana Ferchuk, the Minister of Education and Science Andrii Butenko, the head of the centre Oksana Matiiash and representatives of ESTDEV and the Eastern Europe Foundation. The centre works with OpenAI, Google for Education, UNICEF and ESTDEV. The team is now: researching with OpenAI how Ukrainian teenagers use AI; growing the EduStars Circle community of innovative teachers; testing the Matific tools for learning mathematics; adapting with UNICEF approaches to assessing digital and AI solutions; and acting as a partner of the international DEC Global AI in Higher Education Survey. A background note says the centre was launched in 2025 within the WINWIN 2030 strategy and that the implementer is the Eastern Europe Foundation. What the record does not claim: what exactly happened on 26 August (the text dates only its publication); the timing, results or funding of the studies; the terms of the cooperation with OpenAI. The centre itself has existed since 2025, so the event is the opening of an office and a list of AI lines of work, not the creation of the centre.
