Kyiv: the Institute of Cybernetics
In 1962 the Computing Centre of the Academy of Sciences of the Ukrainian SSR, created in 1957, became the Institute of Cybernetics of the Ukrainian Academy of Sciences: the institute's statute names the Academy Presidium's resolution of 11 May 1962. Its director was Victor Glushkov, who had also headed the centre.
Why it matters
Kyiv gained an academic institution whose subject was cybernetics as such. Already in the Computing Centre, the institute's site says, many problems of artificial intelligence were posed and solved: modelling evolution, automatic theorem proving, the first robotic systems, recognition of visual images and spoken language, and recognition of the meaning of phrases. The works the atlas describes separately came from here: Glushkov's book of 1964 and the TAIR robot of 1975.
The basis is the institute's own statute, in the edition approved by the Presidium of the National Academy of Sciences of Ukraine on 17 March 2023: the institute was created under resolution No. 1704 of the Council of Ministers of the Ukrainian SSR of 23 December 1961 and the resolution of the Presidium of the Academy of Sciences of the Ukrainian SSR of 11 May 1962 (protocol 23, paragraph 277). The resolutions themselves were not read. The year 1962 and the centre's creation in 1957 are also given by the history page on the institute's site and by the Encyclopedia of Cybernetics of 1973; the founder page on the same site says 1961. That Glushkov headed both the centre and the institute is given by his biography on the Kyiv University memorial site; the statute names no director. What the record does not claim: the institute's make-up at its creation. The research report behind the candidate cited a page on a popular IT-history site that says nothing about the reorganisation. Whether T. K. Vintsyuk and Oleksii Ivakhnenko, whose records the atlas already holds, worked at the institute, the sources read do not say, and the record draws no link to them.
